Spill Kits for UTV's on the trails

I just seen on another site talking about Spill kits being required on some trails.

The Rubicon was one of them that was mentioned, along with a few others, as a organized events were starting to require them.

Has anyone else seen this or have some information about it.

Have one under the seat of my Jeep, but can't remember who was handing them out. Maybe a Cal4 event. Great idea even though UTV's usually don't have failures that leak oil on the ground.
